Inter-regional Working Group
New forms of remote work and attracting talents, Smart Tourism, Digitalization Investments in Central-Baltic and Adriatic-Dalmatian smart regions, cities, and islands
The work group invites international stakeholders’ dialog (companies and SMEs, public authorities and regulators, universities and schools, cities and local authorities, communities, citizens, international organizations) to open a broad discussion on how policies, innovation, projects, local business ecosystems and daily activities can to benefit from new forms of remote work, to attract talents and skilled workers, digital nomads, to attract new forms of Smart Tourism, Digitalization , infrastructure services investments in their regions, cities, and islands.
The WG activities will involve differentaspects including exchange of best experiences and practices , policies, social innovation solutions, legislation, research results, Living Lab experiences and are aiming to build new partnerships and
projects, develop new business ecosystems and contributes to social , blue green sustainable development, digitalization of the regions, to create new work places , to develop knowledge based
economy and society, to help to address global developments and challenges in regional developments.
The IWG will include a steering committee with chairs of sub-groups focused on thematic topics, projects and business initiatives, pilots. It will establish mailing list and will have thematic telcos and conferences where the IWG participants will have opportunities to communicate and to partner on new project and initiatives development, create new connections, exchange experiences.

- Online/hybrid telco and pilot business case development for digital nomads and remote workers

- International multidisciplinary conference in Dalmatia (mid October23)

CONCEPT NOTE

Policies to attract skilled workforce and remote workers, investments to EU regions
The project is aiming to exchange experiences and best practices in Central Baltic and Adriatic regions in policies and instruments aiming to attract a skilled workforce and hi-tech and tourism-related investments. It also addresses the recent global changes in the labor market related to the increased role of remote work and digital nomads’ tourism, the development of new forms of smart tourism and corporate coworking business culture, social innovation, and Living Labs activities.
The project will use a system-complex approach to evaluate simultaneously several policy instruments and to address the new emerging markets and regional development opportunities related to skilled remote work labor market and business ecosystems at the individual (digital nomads) and corporate levels. The role and importance of remote work have increased in post-COVID time and have been influenced by recent global changes in skilled workers' migration flows.
It created challenges and opened new opportunities for many countries and regions that could be addressed by several policies instruments, questions and issues addressed:

The roles of social, tourism, ICT, and high-tech sectors. Which policies and factors are more attractive for different professional groups vs regional workforce demand? The role of smart specialization.
- The impact and role of immigration policies, business, and taxation laws. How to connect smart digitalization and labor market and migration policies?
- The impact and connection with smart-digital transformation, blue-green growth, tourism, and health policies to make regions more attractive for skilled and remote workers?
- How to stimulate the contribution of remote workers to social, education, civil society, and volunteering development of regions? The role of social innovation.
- The national education and research policies impact attracting skilled workers' interests. The Role of Universities and Universities of Applied Science. Science meets region initiative.
- How islands and remote and coastal areas can benefit from remote work and digital nomads’ tourism? The new roles and business opportunities of smart tourism for companies and local communities in these areas.
- How do synchronize different policies to attract investments and companies' interest? how to optimize cooperation between tourism and other service sectors? The roles of migration, economic, educational, and social services
